Turnaround Safety Technician

Job Summary:
The Turnaround Safety Technician will be responsible for the daily administration and implementation of the Health and Safety programs that ensure compliance with statutory requirements and promote safe and healthy working conditions. Supports implementing established policies and procedures. Prepares reports, provides site inspections, supports established safety programs, and supports training and orientation. This position will perform assignments of moderate complexity following the direction of the assigned Turnaround Manager.
 
Duties & Essential Job Functions:
  1. Perform field permitting: Hot work, Permit Required Confined Space Entry, Excavation etc.
  2. Perform field accident/incident investigation.
  3. Perform safety meetings / tailgate meetings.
  4. Perform field audits of all personal protective equipment in use in field.
  5. Perform atmospheric monitoring of all work areas and record results appropriately.
  6. Audit safety performance of all employees including all reporting forms and audit sheets.
  7. Audit the site EHS management system to determine compliance levels.
  8. Support developing, implementing, and revisiting a site-specific EHS plan
  9. Work to develop and implement Job Safety Analysis and Site-Specific Rescue Plans for each job. 
  10. Guides Production Teams with Health and Safety questions/concerns.
  11. Act as resource for Operations employees in general safety questions. 
  12. Generate JSA’s, Accident/Incident reporting, root cause analysis, corrective action plan for site requirements.
  13. Responsible for assuring safety audits are performed on the job, the results are evaluated, and corrective action is implemented.  Communicate corrective actions and report all findings to the Operations Manager, and Job Supervision.
  14. Provide daily oversight /inspection of numerous subcontractors performing construction activities within an active facility.
  15. Ensure all incidents/accidents are reported immediately and according to company policy.  Perform root cause analysis and ensure a corrective action is created and implemented.  Participate in any investigation or analysis of site safety.
  16. Take personal ownership and responsibility for protecting people from harm and developing strategies that drive performance and support continuous improvement.
  17. Develop training plans and programs and prepare training materials and deliver training courses.
 
Other Functions and Responsibilities:
  1. Must have good written, verbal communication, and organizational skills.
  2. Ability to read and interpret policies, programs, and regulations.
  3. Able to handle multiple tasks simultaneously and prompt completion of tasks and assignments.
  4. Must be a self-starter and able to work independently. Relies on minimal instructions and pre-established guidelines and timetables to perform the functions of the job.
  5. Competent with Microsoft Office products, Internet, and other database programs.
 
Qualifications:
Required:
  1. High School Diploma or GED.
  2. Minimum 5-7 years’ experience as a Safety Specialist. 
  3. TWIC, ARSC Basic Safety, DISA Drug and Background Test, Delek Refining Sites Specifics.
  4. Valid Drivers License
Preferred:
  1. CSST or equivalent certification
  2. OSHA 500, 510 and / or 501, 511
  3. Other safety related certifications.
